 กองทัพบกชี้แจงแนวทางปฏิบัติตามคำสั่งควบคุมจุดผ่านแดนไทย–กัมพูชา ดำเนินการเป็นขั้นตอนตามสถานการณ์ในพื้นที่ 

Clarifies Implementation Guidelines for Thailand-Cambodia Border Crossing Control Measures: Gradual Implementation Based on Existing Circumstances.

🔻จากกรณีที่กองทัพบกได้ออกคำสั่งให้มีการควบคุมจุดผ่านแดนทุกประเภทตลอดแนวชายแดนไทย–กัมพูชา เพื่อรักษาอธิปไตย บูรณภาพแห่งดินแดน และความมั่นคงของชาติ ล่าสุด พลตรี วินธัย สุวารี โฆษกกองทัพบก ได้ชี้แจงเพิ่มเติมว่า การดำเนินการตามคำสั่งดังกล่าวมิได้เป็นการใช้มาตรการสูงสุดในทันที แต่เป็นแนวทางปฏิบัติแบบเป็นขั้นตอน โดยพิจารณาจากระดับความรุนแรงของสถานการณ์ในแต่ละพื้นที่ เน้นจากเบาไปหาหนักตามความเหมาะสม โดยแบ่งออกเป็น 4 ขั้นตอนหลัก ดังนี้:

ขั้นที่ 1 จำกัดการผ่านแดนโดยอนุญาตเฉพาะบุคคลที่มีเหตุจำเป็น เช่น การค้าขาย การขนส่งสินค้า แรงงาน และงานจำเป็นอื่น ๆ โดยจำกัดและเพิ่มระดับความเข้มงวดในการตรวจสอบบุคคลที่มีพฤติกรรมเสี่ยง เช่น นักพนัน หรือกลุ่มที่อาจเกี่ยวข้องกับกิจกรรมผิดกฎหมาย

ขั้นที่ 2 ปรับลดช่วงเวลาในการเปิด–ปิดจุดผ่านแดน พร้อมทั้งกำหนดวัน–เวลาการเข้า–ออกอย่างชัดเจน เพื่อควบคุมความเคลื่อนไหวของบุคคลและกิจกรรมในพื้นที่ชายแดน

ขั้นที่ 3 ปิดจุดผ่านแดนบางจุด (Selective Closure) โดยพิจารณาจากจุดที่มีความเสี่ยงสูง หรือมีข้อมูลด้านความมั่นคงที่อาจนำไปสู่การรุกล้ำ หรือการก่อเหตุจากฝ่ายตรงข้าม

ขั้นที่ 4 ปิดจุดผ่านแดนตลอดแนวชายแดนในกรณีที่เกิดสถานการณ์วิกฤต หรือมีการรุกรานอย่างชัดเจน เพื่อควบคุมสถานการณ์ในระดับสูงสุด

โฆษกกองทัพบกย้ำว่า มาตรการดังกล่าวได้มอบอำนาจให้ กองกำลังบูรพา และ กองกำลังสุรนารี เป็นผู้พิจารณากำหนดรายละเอียด หลักเกณฑ์ และเงื่อนไขในการปฏิบัติให้สอดคล้องกับสถานการณ์ของแต่ละพื้นที่ โดยมีเป้าหมายสำคัญคือ การรักษาความสงบเรียบร้อยในพื้นที่ชายแดน และความปลอดภัยของประชาชน

สำหรับประชาชนทั้งชาวไทยและชาวกัมพูชาที่ไม่เกี่ยวข้องกับสถานการณ์ความมั่นคง เช่น นักศึกษาที่เดินทางไปเรียน ผู้ป่วย ฯลฯ อยู่ในข้อยกเว้นตามประกาศนี้ ซึ่งทางกองกำลังป้องกันชายแดนจะร่วมกับฝ่ายปกครองในพื้นที่ พิจารณาให้สามารถเดินทางผ่านช่องทางได้

กองทัพบกขอให้ประชาชนในพื้นที่ชายแดนมั่นใจว่า การดำเนินการใด ๆ จะคำนึงถึงผลกระทบต่อประชาชนอย่างรอบคอบ และจะปรับมาตรการให้เหมาะสมตามพัฒนาการของสถานการณ์อย่างต่อเนื่อง

🔻Following the Royal Thai Army’s issuance of orders to control all types of border crossings along the Thailand-Cambodia border to preserve national sovereignty, territorial integrity, and national security, Major General Winthai Suvaree, Army Spokesperson, has provided additional clarification that the implementation of such orders does not constitute the immediate application of maximum measures but rather a gradual approach based on the severity of circumstances in each area, emphasizing a progressive escalation from mild to severe measures as appropriate. The implementation is divided into four main phases as follows:

Phase 1: Restrict border crossings by allowing only individuals with essential reasons, such as for trade, goods transportation, labor, and other necessary work. Increase restrictions and enhance screening measures for individuals with high-risk behavior, such as gamblers or groups potentially involved in illegal activities.

Phase 2: Adjust and reduce operating hours for border crossing points while establishing clear schedules for entry and exit to control the movement of individuals and activities in border areas.

Phase 3: Implement selective closure of certain border crossing points, considering high-risk locations or areas with intelligence that may lead to intrusion or provocative actions from opposing parties.

Phase 4: Close all border crossing points along the entire border in cases of crisis situations or clear acts of aggression to maintain control at the highest level.

The Army Spokesperson emphasized that such measures granted authority to Burapha Task Force and Suranaree Task Force to determine specific details, criteria, and conditions for implementation in accordance with the circumstances of their respective areas, with the primary objective of maintaining peace and order in border areas and ensuring public safety. For citizens of both Thailand and Cambodia who are not involved in security-related situations, such as students traveling for education, patients, and others, exemptions under this announcement shall apply. Border defense forces will collaborate with local administrative authorities to consider permitting travel through designated channels.

The Royal Thai Army requests that residents in border areas remain confident that any operations will carefully consider impacts on the public and will continuously adjust measures appropriately according to evolving circumstances.
